Oregon's Flex Lending Program Helps 1,000 Households Buy a Home

One of the most impactful resources available is Oregon's Flex Lending program, which helped nearly 1,000 Oregon households buy a home in 2025. This program allows low- to moderate-income borrowers to buy homes in the Beaver State with minimal cash upfront and lower interest rates.

About one-third of the homebuyers who used the Flex Lending program (31%) identified as people of color. The program offers two products:

- FirstHome: For first-time homebuyers and some veterans, with a maximum household income limit based on the area median family income per county.
- NextStep: For anyone who earns $125,000 or less and doesn't currently own a home.

Both products can be combined with the state's down payment assistance program, which offers 4% or 5% of the total loan amount in the form of a low-interest loan that can be used toward a down payment.
